Wisconsin Contractors Upset with DFD Certification Thresholds
As many contractors are aware, the 2013-15 Wisconsin State Budget (2013 Wisconsin Act 20) altered the bidding contracting processes for state construction projects. As part of the move toward single prime contracting, it created a mandatory pre-bid contractor certification program. Under the new laws, all potential bidders must become certified by the Wisconsin Department of Administration (DOA) through the Division of Facilities Development prior to submitting bids. Bids received from contractors who are not certified will be rejected.
Some of the contractors who have gone through the certification process have received thresholds which are significantly lower than their bonding capacity.
